Sweat-free shopping?

Is it possible to clothe an American family of four (including one teen and one tween) on a tight budget? I’ve heard of the eat-local movement and becoming a locavore – someone who only eats locally grown and produced foods. But, can I do something similar with clothing? I don’t mean local so much as produced humanely.

I’m considering this as my endeavor for 2009. I’d appreciate any input and advice from anyone who has delved into fair-labor clothing.
